Basuki Proposes Multi-Years Rule to Be Revised
Reported by Erna Martiyanti | Translated by Nugroho Adibrata
Jakarta Governor, Basuki T Purnama made a proposal to Home Ministry revise the Home Ministry Regulation No. 21/2011 on Guidelines for Financial Management. Because, in the regulation, the regional head cannot build a project using multi-years if it passes term of office.
I can't make project using multi-years if it passes my term of office, this is not a good idea. It should be changed
According to him, at this time, there has been good system to smoothen the project, even though the leader replaced. One of them is e-musrenbang and e-budgeting.
City Becomes a Pilot for E-Musrenbang"I can't make project using multi-years if it passes my term of office, this is not a good idea. It should be changed," he stated, when he opened the Regional Development Planning Forums (Musrenbang) at province level, at City Hall, Thursday (4/14).
He acknowledged, such regulation would hinder the development projects in the capital. Because most of the projects are unfinished within one year, such as Light Rail Transit (LRT), flats, etc.
"For example when I want to build a flat, all must finish one year, including Sumber Waras Hospita. But it needs more than two years, and I cannot build it now," he expressed.
As solution, Basuki will not use Jakarta City Budget (APBD) for some developments. He would use the developer obligation, such as Semanggi Interchanges. The regulation should also consider that in budgeting is not only done by the executive, but also the legislature.
"It's supposed to be multi-years, despite my position is over. Logically DPRD will last up to 2019, I just want to have the same program, why it can't ?," he finished.
